I worked directly on projects that involved developing best practices for geographic information management, and strategic planning and information policy formulation. I was also called upon to write the technical and governance related components of project proposals. Developed strategic information plans, best management practices, enterprise GIS implementation plans, and plans for integration of GIS with emergency management and Enhanced 911 (E911). Developed web-enabled GIS and database applications, integrated disparate systems and application platforms using proprietary as well as open source programming languages, and RDBMS for State and County agencies. Developed new proposals for project work in geographic information and related technologies.

Worked on six operational missions in India and Bolivia assisting the borrowing country in creating better funding proposals. Working together with the country teams, I critically analyzed the agency-wide information workflow, and identified all the components vital to the project''s success. Provided assistance to borrower countries in project proposal preparation. Responsible for project evaluation and consulting, costing, staffing, developing training plans and estimates, requirements gathering, and advise on consultancy procurement on operational missions to Asia and South America. Was one of the two GIS specialists on staff in the only GIS facility in the World Bank. Provided GIS/MIS support for improving sectoral business processes. Work involved liaising with research and development institutions in Europe, North America, and the Caribbean. Assisted in research involving spatial analysis, econometrics and databases. Worked with World Bank colleagues and researchers from the World Conservation Monitoring Center.

Led by the Land Tenure Center, I worked on an IDB funded Land Rationalization Project. Designed mechanically efficient and ergonomically improved hand-looms for the village textile sector in India. Developed a Jacquard mechanism that could be utilized by hand-loom weavers. Worked on environmental impact assessment of open face steatite mining in the lower Himalayas.

The World Wide Web has become the world's largest networked information resource, but references to geographical locations remain unstructured and typically implicit in nature. This lack of explicit spatial knowledge within the Web makes it difficult to service user needs for location-specific information. At present, spatial knowledge is hidden in many small information fragments such as addresses on Web pages, annotated photos with GPS co- ordinates, geographic mapping applications, and geotags in user- generated content. Several emerging formats that primarily or secondarily include location metadata, like GeoRSS, KML, and microformats, aim to improve this state of affairs. However, the question remains how to extract, index, mine, find, view, mashup, and exploit Web content using its location semantics. This workshop brings together researchers from academia and industry labs to discuss and present the latest results and trends in all facets of the relationships between location concepts and Web information. download proceedings

Geographic data, describing objects and events, have been a fundamental component of scientific experiments and more importantly, in model calibration, verification, and validation for physical sciences. Recent evolutions and advancements in geospatial and cyber technologies, combined with a population that is well informed and interested in global issues such as energy and climate, have cultivated an environment in which scientific research can potentially benefit significantly from the enormous volume of data that can be provided by citizens through their offering of volunteered geographic information (VGI). [This workshop brought together](http://www.ornl.gov/sci/gist/workshops/index.shtml) leading researchers from the fields of geographic information science to discuss this important topic and to define and describe a set of preliminary research topics for the community to pursue. The workshop was colocated with the GIScience 2010 conference in Zürich, Switzerland.

West Kalimantan, the third largest Indonesian province on the island of Borneo,with a total land area of almost 147,000 square kilometers, is facing the rapid disappearance of many of its highly diverse ecosystems and the biodiversity they support. Although reliable data on forest clearing are difficult to obtain, recent estimates suggest that almost 50 percent of the original forest has already been lost and the destruction of lowland dipterocarp forests and mangrove areas has been especially pronounced. Extensive logging, establishment of large-scale industrial crop plantations, and increasing agricultural demands of a growing rural population appear to be the major factors responsible for this alarming reduction in forest area. The environmental impacts of these developmentswill come under increasing scrutiny in the future. Conserving biodiversity is an economic proposition. Alternative land uses are being pursued aggressivelyin West Kalimantan because of their financially attractive returns. Efforts to introduce land use policies aimed at biodiversity conservation would benefit from explicit information on the size of theserents.Thischapterdescribesprelim- inary work in organizing data on these costs in the form of a schedule of the marginal costs of habitat preservation, or a biodiversity supply curve. The protection of natural areas implies foregoing other socially valued land uses and may require additional resources to ensure that protected areas are actually pro- tected. Exploration of these opportunity costs can provide crucial data to policymakers and others interested in biodiversity loss or degradation. Building on the opportu- nity cost concept, this chapter uses Geographic Information Systems (GIS) technology to illustrate estimation of the economic supply of biodiversity in West Kalimantan. download paper
